British volunteer Alex Weir offered his talents in the west African nation of Rwanda, where he worked with the National Election Commission (NEC) late in 2003. Alex instructed a class of four NEC staff members, helping them hone the technical skills needed to create and maintain a database for upcoming elections. Using a project-based approach, Alex utilized the creation of the database itself as the central means of instruction. When the project was complete, a powerful NEC tool existed along with a new corps of administrators who were already familiar with the system. 
The Smart Technology for a Smarter Business Program is a highly practical training curriculum that enables small business owners and managers to build smarter businesses with technology.
